Comments and information are being collected to assist the MTO in meeting the requirements of the Ontario Environmental Assessment Act. Information will be collected in accordance with the Freedom of Information and Protection of Privacy Act and the Access to Information Act. The Ontario Ministry of Transportation (MTO) is undertaking the Detail Design and Class Environmental Assessment (EA) Study for Highway 148 from approximately 200m west of Angus Campbell Drive in the City of Pembroke to approximately 300m east of the Greenwood Road Intersection.

This study carries forward the recommendations from the previously completed Transportation Environmental Study Report (TESR) published in June 2018, which can be accessed from the Reference Documents page.

The Study includes pavement rehabilitation to address poor pavement performance as well as intersection and operational improvements, pedestrian and cycling safety improvements, highway drainage improvements, access management, and municipal infrastructure (sanitary sewer and watermain).

An addendum to the Transportation Environmental Study Report (TESR) has been prepared to document changes to the Preliminary Design such as additional property requirements and limited night work.

Project Update:

Ministry staff continue to work to finalize the design, complete the property acquisition and relocation of significant utilities necessary to begin construction of this important project.

In early 2023, ministry staff were informed that one of the utility companies is going to decommission a portion of their power line along Highway 148, their decision has required other utility companies involved in the project to redesign their infrastructure, moving their relocations back to late 2023 at the earliest. Ministry staff have met with the impacted utility companies to see if there is a chance to complete the relocations sooner, but due to the magnitude of this change, and the number of affected utilities, construction of improvements to Highway 148 cannot begin until the utilities are relocated.
